Summary
Under the direction of the Vice Chancellor of Educational Services & Institutional Effectiveness plans, directs and supervises the programs of the Child Development Centers; provide supervision to the site supervisors, staff, children, and the families in the program; promotes and provides a quality childcare and preschool program. May develop and coordinate laboratory observations and practicum experiences; works with and supports college faculty to provide practicum experiences for college students; administers program and classroom activities to provide learning experiences and environments that support children's social/emotional, cognitive, and physical development; participates in classroom teaching activities as needed; and performs other related duties as assigned.
Essential Duties and Responsibilities
• Directly supervise the site supervisors, and other assigned staff, of the Child Development Centers at all West Hills Community College District locations.
• Ensure regulatory compliance with operational practices as established by the Community Care Licensing Department, Title 22, and Department of Education, Title 5 (Child Development Division) and other applicable agencies.
• Ensure compliance and proper operations per awarded State Preschool and Federal Block Grant contracts.
• Implement and administer a food program for the children.
• Plan, develop and implement childcare programs within the district as needed.
• Works with and supports college faculty to provide practicum experiences for college students.
• Oversees and participates in curriculum planning, assessment, and documentation; to ensure children's educational and developmental goals are met.
• Oversee and maintain appropriate records of files for children, families, enrollment reporting requirements, fiscal management, and staff.
• Prepare and submit all required reports in a timely manner.
• Recommends, monitors, and/or administers budgets for assigned areas; oversees and administers budget allocations and procurements for all assigned funds as appropriate; analyzes and reviews budgetary and financial data.
• Ensure recruitment of childcare participants and maintenance of current waiting list for federal, State and community programs; develop news articles and flyers.
• Promote State Preschool, Federal Block Grant, Food Program, and childcare programs in the community.
• Develop, implement, and evaluate the procedures for supervision and evaluation of staff, parents, lab students, work study students, and others in collaboration with site supervisors.
• Ensure that staff and parent meetings are convened on a regular basis.
• Plan, attend, conduct, and document required meetings related to staffing needs, local and state agencies, and resources for child development.
• Ensures that Child Development programs stay current with industry standards, curriculum and accreditation regulations and licensure requirements.
• Maintain program content, daily schedules, developmental activities and curriculum, and guidance of children and staff in collaboration with site supervisors.
• Develop long-term fiscal plans in coordination with the Vice Chancellor of Educational Services and Institutional Effectiveness.
• Ensure developmental assessment of each child is conducted by teachers according to established procedures and timelines.
• Prepare instructional materials, memos, letters, school handbook and other necessary school materials as established by the Child Development Division.
• Handles and resolves conflicts and issues and reports complaints as appropriate.
• Promote advocacy for children and families.
• Participate in professional development.
• Ensure that children have a safe environment to learn, develop, and socialize with other children.
• Perform related duties as assigned.
Qualification
Knowledge, Skills, and Abilities
Knowledge of Early Childhood Education/Child Development. Early childhood development assessment tools. Knowledge of record-keeping techniques and first aid. Signs of childhood illnesses. Early childhood developmental curriculum. Oral and written communication skills. Interpersonal skills using tact, patience, and courtesy. Principles and practices of supervision and training. Correct English usage, grammar, spelling, punctuation, and vocabulary. Microsoft Office Suite including Word, Excel, Outlook, and PowerPoint.
Foster a positive working environment. Implement policies and procedures that will contribute to the care, growth and development of preschool children. Prepare and document developmental testing. Prepare instructional materials, memos, letters, and other materials. Relate sensitively to preschool children. Learn and interpret legal requirements. Prepare concise and complete oral and written reports. Understand and follow oral and written instructions. Establish and maintain cooperative and effective working relationships with others. Prepare financial and regulatory reports using Microsoft Excel. Prepare correspondence using Microsoft Word and Outlook.
Physical Abilities
Position requires hearing, moderate lifting, bending, and reaching above shoulder, sitting or standing for extended periods, speaking to exchange information and interview students, and dexterity of hands and fingers to operate a computer terminal and other office equipment.
Working Conditions
Work is performed indoors where minimal safety considerations exist.
Education and Experience
Must hold a Child Development Permit at the Program Director level and comply with five-year renewal of 105 hours of professional growth.
Bachelor's degree from an accredited college or university with 24 ECE/CD units (including core units of Child Development, Child Family & Society, and Programs/Curriculum), plus 6 units administration; and 2 units adult supervision. Candidate is also expected to have one program year of experience as site supervisor.
Alternative: Administrative credential with 12 units of ECE/CD, plus 3 units supervised field experience in ECE/CD setting; or Teaching credential with 12 units of ECE/CD, plus 3 units supervised field experience in ECE/CD setting, plus 6 units administration; or a master’s degree in ECE/CD or Child/Human Development.
Preferred: Bilingual in English and Spanish
Licenses and Certificates
May require a valid driver’s license to conduct district business. Valid First Aid & CPR Certificate and Preventative Health Training Practices - (15 hours) Certificate or completion of CD 18: Health, Safety, & Nutrition with a grade C or better or in the process of obtaining certificates or class. Must meet Federal DOT drug testing requirements.
