Job Description:JOBSUMMARY: Directs the operationof all RurAL CAP Head Start and Early Head Start programs and sites; ensurescompliance with federal and state program regulations; supervises the Early/HeadStart Management Team; responsible for the management of Head Start grants,personnel, staff development, program planning, implementation, reporting, andevaluation. ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:Ensurescompliance with all applicable federal and state regulations, Head StartPerformance Standards, and agency and Child Development Division HeadStart/Early Head Start Policies and Procedures and the Head Start WorkPlan.Oversees andprovides direction for the Head Start department which includes home-basedand center-based rural Head Start and Early Head Start programs. Workswith staff to establish and implement efficient and effective systems forall areas of the program.Providesmotivation and leadership for Head Start staff; builds effective teams andfosters positive employee morale; directly supervises the 0 to 3 ProgramManager , Regional Managers, and Services Managers; meets regularly witheach direct report; conducts performance evaluations and promotesprofessional development.Develops andimplements Head Start and Early Head Start program planning andimplementation cycles, including the implementation of activities for eachof the program administrative functions:Governance –Organizes and coordinates the work of the Child Development PolicyCouncil; assures compliance with all Head Start program governanceregulations; works with the Child Development Division Director andExecutive Director to foster shared decision making between the CDPC andRurAL CAP Board of Directors; provides CDPC and Board training annuallyand as required.Planning –Directs department planning in coordination with Child DevelopmentDivision Director and department staff. Shares information and ensuresthat program planning efforts are meeting the overall objectives andgoals of the Early/Head Start program.Financialmanagement – Develops, monitors, and revises budgets in coordination withthe Child Development Division Director; oversees and monitorsexpenditures and expense approval authority. Meets with BudgetCoordinator regularly to review and ensure proper spend down of grantfunds.Personnel – Accountablefor staff and for staff development and training, performanceevaluations; provides updates to staff regarding Office of Head Startstaff requirements as necessary, promotes team-building; insuresclear-cut lines of authority and channels of communication.Reporting –Assures that all Head Start and Early Head Start reporting and compliancerequirements are met.Evaluation –Directs the annual evaluation of programs and services, ensures annual performance appraisals arecompleted for all EHS/HS staff.Communication –Promotes the development of communication, mutual respect and creativityamong all members of Early/Head Start program. Promotes a positive image of Early/HeadStart programs and services. Provides leadership by positive rolemodeling and promotes empowerment of staff and communities in the bestinterests of the Early/ Head Start and the agency.Provides strongand effective advocacy for Head Start and Early Head Start children,families and funding. Models andeducates CDPC on advocacy efforts. Assures RurAL CAP Head Start’sattendance with parents to the annual Alaska Head Start AssociationAdvocacy banquet in Juneau. Models, practices and promotes the philosophyand mission of the agency.Promotes apositive public image of Early/Head Start and RurAL CAP through theproduction of printed and electronic materials and participation onboards, associations and committees which support the goals of Head Startwith approval from the Child Development Division Director and ExecutiveDirector.Coordinatesnetworking and linkages between Head Start and Early Head Start serviceswith other RurAL CAP departments and partner organizations.Participates inmonthly expanded leadership team meetings, supervisory trainings, andother special training and planning events at the request of the ChildDevelopment Division Director.Performs otherduties as assigned.
