Program Director, Head Start/Early Head Start Program

The University Services to East St. Louis department at Southern Illinois University Edwardsville is seeking qualified candidates to fill a Program Director position. The Program Director functions as the Senior Administrative position for the SIUE Head Start/Early Head Start Program in compliance to the Head Start Performance Standards and SIUE Policies and Procedures. The director leads and coordinates the vision, implementation, monitoring, and reporting of all program operations and provision of services, including the delivery of instructional, family support, and health/nutritional services. This position serves as the primary point of contact between the SIUE Head Start/Early Head Start Program, the East St. Louis Center's Executive Director's Office, the Office of Research and Projects, and the funding agency. The Program Director ensures programmatic and budgetary information is conveyed to governing bodies and represents the SIUE Head Start/Early Head Start Program to community agencies and Local Educational Agencies(LEAs). The program director will serve as the fiscal officer and will be responsible for effective planning, program execution and resource management for $12.4M federal grant that supports 865 children and expectant families throughout St. Clair County, Illinois. Services include seven (7) directly-operated center-based and home-based programs as well as two (2) collaborations with community partners. The SIUe Head Start/Early Head Start team consists of 195 state university civil service, administrative and professional staff employees. More than half of the workforce is represented by a union. Incumbent will be responsible for establishing a new, directly-operated center located within St. Clair County, increasing the total number of directly-operated centers to eight (8). Advanced Degree in Early Childhood Education, Child Development, Social Welfare, Public Administration, Human Resources, Day Care Administration, or one of the social sciences Five (5) years administrative and staff supervision experience in a human services or educational program, to include program planning, operations, evaluation and the use of management information systems. Preferably within a Head Start / Early Head Start program. Demonstrated skills required to ensure compliance with Head Start Performance Standards, Department of Children and Family Services (DCFS) licensure requirements and SIUe Head Start / Early Head Start Policies and Procedures Demonstrated skills required to effectively provide sound fiscal management Demonstrated skills required to build collaborative partnerships and problem-solve Good interpersonal and communication skills, including the ability to work as part of a team Ability to work effectively with minimal daily guidance Basic Skills in Microsoft Suite (Outlook, Word, Excel, PowerPoint)
