Within Cultivate Learning, we are also the principal partner in the National Center on Early Childhood Development, Teaching and Learning (NCECDTL) an Office of Head Start (OHS) funded national training and technical assistance center. NCECDTL advances best practices in the identification, development, and promotion of the implementation of evidence-based child development, teaching and learning practices that are culturally and linguistically responsive and lead to positive child outcomes. Its emphasis is across early childhood programs and supports strong professional development systems. The Center's work will include, but is not limited to, professional development for the infant/toddler and preschool workforce; evidence-based curriculum; early learning standards; effective transitions; screening and assessment; culturally and linguistically age appropriate practices; enhancing teacher/child interactions; supporting networks of infant/toddler practitioners; supporting children with disabilities (part C and part B); and using data to improve practice. For additional information about Cultivate Learning please follow this link. Cultivate Learning currently has an outstanding opportunity for a Senior Director of Workforce and Resource Development. Reporting to the Executive Director, Dr. Gail Joseph, the Senior Director of Workforce and Resource Development will be a key member of the Cultivate Learning Senior Management team that will conceptualize and implement all aspects of the Center’s work related to workforce development and resource development, including but not limited to creating pathways to increase access to higher education for prospective and working early childhood professionals. This role will be key partner that is charged with overseeing Center-wide outreach, community engagement and implementing strategic vision. This position requires someone with a broad knowledge about state and federal policies and initiatives on improving the early learning workforce. In addition, this position is charged with being a key member of the Cultivate Learning leadership team and directing resource and workforce development and innovation across NCECDTL. ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES: Strategic Planning and Implementation (15%): •Working with the Senior Management team, this position will contribute to developing a framework for sustainability planning to include developing and implementing a comprehensive strategy to increase philanthropic gifts, contracts and grants across Cultivate Learning. •Regularly evaluate budgets including NCECDTL budget, participate in financial projections and forecasting for both short and long-term planning. With delegated authority from the Executive Director, provide approvals for staffing and budgetary actions on respective budgets. •Develop annual budget and oversee reporting requirements of multiple sponsors. •Oversee the design, promotion, and delivery of quality programming for NCECDTL. Working collaboratively with the Executive Director, develop annual plans, policies and procedures, and timelines to meet ambitious goals and program deliverables across multiple contracts. •Responsible for contract deliverables that meet both contract requirements as well as the high-quality standard applied to all products created by Cultivate Learning and NCECDTL. •Ensure cohesion and continuity between Cultivate Learning and NCECDTL products. •Representing NCECDTL on the Cultivate Learning Senior Management team and aspire to create cross unit collaboration and shared resources. •Regularly develop and implement policies and procedures in collaboration with the Cultivate Learning Senior Management team. Workforce and Resource Development (70%) •Conceptualize and implement all aspects of, NCECDTL and Cultivate Learning’s outward facing content, including the Coaching Companion, EarlyEdU Alliance Institutes and large-scale programming, external trainings and offerings, and higher education professional development materials while ensuring continuity for Cultivate Learning programming across all units. •Develop and implement a revenue generating process for various programs including Institutes, professional development materials, trainings and consulting, and the expansion of the Coaching Companion. Provide input on enhancing Cultivate Learning’s entrepreneurial opportunities to establish and maintain sustainable revenue generated funding. •Advise on new strategies for recruiting external partners and national programs and explore potential options for Cultivate Learning’s services, trainings, and professional development materials. •Develop strong and effective collaborative relationships with the Office of Head Start, Center partners and consultants, other National Centers, and Regional training and technical assistance system of providers. •Assure that the Center and its mission, programs, products, and services are consistently presented in a strong, positive way to the public. •Lead in preparation and submission of quarterly and annual reports with attention to multiple sponsor, College of Education, and University of Washington requirements. Oversee the complex group of reports which may involve multiple UW departments, U.S. agencies, Universities and regional organizations. •Develop a work environment, culture and structure so that staff can be most effective in their work. •Work with national organizations on Cultivate Learning partnership development. •Guide development of outreach, resources and marketing materials. •Identify and plan for specific outreach to high priority partners. •Ensure outreach materials are well developed for multiple audiences and tailored to align with our brand and mission. •Actively involved in development and implementation of a system for evaluation of the success of Center programming in meeting its goals and objectives and provide recommendations for improvements as necessary. •Represent and promote NCECDTL and Cultivate Learning at state and national venues. •Participate in weekly leadership and team calls. •Provide regular updates to Senior Management and Sponsors and develop major proposals and provide guidance and support to the College of Education partners in making solicitations. •As needed, travel for the purpose of presenting proposals, and cultivating and stewarding relationships with partners. Supervision (15%) •Supervise and lead work of 4 direct reports. This position will have the authority to hire staff, evaluate job performance, and take corrective action if performance is not acceptable. •Provide ongoing leadership and direction to the team while also mentoring and providing growth opportunities for them to develop professionally in their positions. •Monitor the work of team members to ensure that correct procedures are followed. Provide direction to assure completion of tasks and projects. •Ensure team members are current on the latest trends, issues, and advances in higher education course development and dissemination and workforce development. •Support direct reports in achieving deliverables and meeting timelines for sponsors in part by offering professional development for them to learn and apply latest research and achieve or maintain certification in related areas. •In partnership with the Associate Director of Resource Development, meet regularly with Content Developers, Instructional Designers and members of the Technology teams to meet various grant deliverables and ambitious timelines. •Oversee staff performance, including annual staff performance review process, and work with the staff on corrective action plans and performance management as necessary. •Other duties as assigned. MINIMUM QUALIFICATIONS: •Master’s degree in Early Childhood, Educational Psychology or related field and 4 years of experience in a senior level director capacity. •Proven track record of increasingly higher administrative responsibilities in the public sector or higher education. •Demonstrated ability in leading teams in results driven outcomes. •Experience teaching in higher education settings. •Knowledgeable about state and federal policies and initiatives on improving the early learning workforce. •Excellent writing, editing, documentation skills, and excellent presentation skills. •Familiarity with university-level curricula and traditional instructional methods and goals. •Proven ability to effectively manage projects. •Ability to work independently and as an integral member of a team. •Ability to problem solve, take initiative, set priorities, handle multiple projects and exercise good judgment in a fast paced, dynamic and deadline driven environment in an organized and professional manner. •Excellent interpersonal and teamwork skills. •Ability to maintain confidentiality and to handle confidential and sensitive information in an appropriate manner. •Proficiency with personal computing environment, Microsoft Office Suite, and the Internet. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED QUALIFICATIONS: •Ph.D in Early Childhood, Educational Psychology or related field.
