Under the direction of the Assistant Director of Early Learning, the Zero to Three Education Manager provides coaching, expertise, oversight, training, and leadership in the area of education and child development services for all Easterseals Zero to Three programs and services in compliance with the Head Start Program Performance Standards, the Head Start Act, and the Illinois State Board of Education. The Zero to Three Education Manager ensures that all education staff are implementing evidence-based instructional practices and designs and delivers a plan for intensive and individualized professional development that results in exemplary teacher-child interactions, instructional quality, and retention of staff. - Work with coordinators and the leadership team to connect proposed policies/procedures and forms to funder’s requirements and resources, to bring attention to new requirements from funders or programs or ones that are not included in current policies and procedures and to facilitate reflection on the impact of the proposed policies/procedures and forms.
- Facilitate/co-facilitate and participate in program planning based on analysis of child and program educational outcomes (leadership, director, content meetings).
- Assist sites in planning for the utilization of rooms for Zero to Three including ensuring that spaces meet DCFS, EHS and PI requirements, develop/track budgets for trainings/field trips and consultants.
- Support coaches and Zero to Three classrooms in developing supplemental request lists based on analyzing educational outcomes, children’s interests, and the results of classroom observations and assessments.
- Ensure that the home-based programs are fully integrated into the program and that the home visitors receive the necessary training, coaching, and support to consistently implement all education services.
- Coordinate In-house field trips for Zero to Three classrooms.
- Provide direct support at sites identified as having the most challenging situations. Work with content leadership team to identify sites that could most benefit from direct and intensive support from Zero to Three Education Manager.
- Participate in Pyramid Leadership Team- assist with program wide pyramid implementation, collaborate with Inclusion and Mental Health Manger to ensure children with disabilities receive high quality care and individualization.
- Collaborate with coordinators, managers and childcare partnership staff to provide content area expertise, training and support to ensure high quality responsive care giving, which includes supporting development of continuity of care model implementation, CLASS, and Teaching Strategies trainings. Provide level 3 types of training as defined by content leadership team.
- Will be involved in situations involving children where the most specialized expertise is required-will be defined by the content team.
- Provide frequent T/TA, at least bi-weekly at the 4 sites identified by the content area leadership team as needing intensive support. Provide quarterly check-ins with home-based programs and directly operated center based program.
- Develop and implement a system to ensure that all education information is entered into COPA and Teaching Strategies GOLD in a timely manner, including home visits, parent-teacher conferences, observations, and assessments.
- Prepare monthly reports with updates about PIR information, home visits, parent-teacher conferences, trainings, sites, and ITERS and CLASS scores. Prepare resources and training materials to address trends and share with content area leadership and leadership team for input. Present quarterly reports on child outcomes to policy groups and communities.
- Facilitate and/or participate in regularly scheduled content area, team, director, and other meetings. Attend site team meetings for identified Chicago/Suburban sites identified by content area leadership teams as needing intensive support.
- Manage content area budget.
- Travel to Easterseals and partner sites as assigned on a monthly basis. Complete file audits between October and June to focus on completion, accuracy and quality according to the content team’s monitoring guidelines. Audit 10% of 0-3 files/data or a minimum of 4 each at all sites annually. Focus on completions, accuracy and quality according to the content team’s monitoring guidelines. Provide the written audit report feedback to site team, supervisor, assistant director and work with the coordinator to identify an individual plan connected with the team member’s PDP for any needed training or modeling. Identify trends to guide content team professional development and share recommendations in monthly report.
- Develop and implement a system to provide and monitor Creative Curriculum sets and iPads for each classroom. Implement a system for ongoing review of COPA and the PIR
- Develop and implement a system to monitor Zero to Three educational services for all children at all sites, including classroom observations and file reviews. Develop tools to measure implementation of practices learned during trainings.
- Facilitate implementation of mentoring plan for coordinators that supports coordinators in developing T/TA plans for their supervisees. Provide targeted modeling at sites for direct supervisees to focus on the development or enhancement of specific skills or tasks. As needed work collaboratively with assistant director to provide mentoring to coordinators.
- Coordinate and/or conduct the semi-annual CLASS and annual ITERS-R assessment of all classrooms. Develop and implement a plan in coordination with Instructional Coordinators for professional development and coaching/mentoring for all teaching staff based on the results of the CLASS and other observations and assessments.
- Implement reflective, relationship-based practices, including providing reflective supervision monthly to all directly supervised team members.
- Implement a strengths-based approach to monitoring and supporting sites and team members in a way that encourages growth, partnership, and full compliance with requirements.
- Provide training, supervision, and schedule coordination for temporary and full-time Teacher I position.
- Coordinate the review, approval, and tracking process for Zero to Three teaching staff waivers in collaboration with human resources. Assist with reviewing transcripts for teachers.
- Participate in program planning and implementation of, the self-assessment process, strategic planning, enrollment/recruitment, active supervision, site visit presentations/orientations and ensure data is used to guide planning.
