The Director for Government Relations will lead interactions with Congress and the Administration for ZERO TO THREE, a research-based organization that uses a nonpartisan approach to promote policies that ensure the wellbeing of all infants and toddlers. The person in this position will work with the Senior Director of Federal Policy and the Federal Policy Team to develop and implement ZERO TO THREE’s federal policy positions and strategies on a range of issues. This person will lead ZERO TO THREE’s representation with federal policymakers, staff, and coalition partners, cultivating new and existing relationships to gain support for recognizing the needs of infants and toddlers to achieve positive movement in federal policy. The Director of Government Relations must have strong conceptual, writing, and communication abilities; a high level of understanding and experience with legislative and regulatory processes; the ability to lead a team, including outside consultants, to carry out strategies to move the policy agenda; be able to provide technical assistance to federal policymakers; and be able to work to garner greater visibility for the importance of young children in federal policy and for ZERO TO THREE’s federal infant and toddler policy agenda.
Essential Duties and Responsibilities
Work with the Senior Director of Federal Policy, in concert with the Policy Team and the organization’s leadership, to develop and implement ZERO TO THREE’s federal policy agenda, including leading the development of legislative and regulatory strategies for moving multiple strands of that agenda
Lead ZERO TO THREE’s interactions with federal policymakers and staff and Administration officials to educate about and promote the adoption of infant-toddler oriented policies
Cultivate strategic relationships with federal policymakers and staff and with coalition partners
Provide technical assistance to federal policymakers and staff; including input on legislative language, report language, and comments on legislation and regulations
Represent ZERO TO THREE, in concert with other federal policy staff, with various coalitions
Oversee the writing of policy briefs, Congressional testimony, and other materials, and the organization of Hill briefings and other events
Maintain current knowledge of relevant federal legislation, activities of federal agencies, and projects and initiatives of other national organizations, identifying and acting on opportunities to ensure the needs of infants and toddlers are reflected
Integrate the work of ZERO TO THREE’s government relations consultants into policy strategies.
Work with the Senior Director of Advocacy and the Advocacy Team to coordinate ZERO TO THREE’s government relations strategy with its advocacy and mobilization strategies
Contribute to grant proposals and reports to funders
Garner visibility for ZERO TO THREE and infant and toddler policy issues through presentations at conferences and meetings
Performs other duties as assigned for the purpose of ensuring the efficient and effective functioning of the department.
Skills and Experience
Demonstrated advanced knowledge of and ability to work within federal legislative and regulatory processes including authorizing and appropriations processes; direct experience working in or with Congressional or Executive Branch offices preferred
Demonstrated relationships with key members of Congress and Executive Branch agencies
Knowledge of one or more early childhood policy issues preferred, such as early care and learning, child welfare, work and family supports, or economic security
Ability to work in and devise strategies for multiple issue areas involving multiple Congressional Committees and Executive Branch agencies
Minimum of 10 years relevant work experience
Excellent oral and written communication skills
Strong organizational skills and the ability to juggle competing and often urgent priorities
Ability to travel, including occasional overnight stays
Strong interpersonal skills
Demonstrated management and supervisory experience
Law degree or master’s degree in public policy, social work, early childhood or a related field
While performing the responsibilities of the job, the employee is frequently required to use finger dexterity as well as sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also may need to remain seated for long periods of time, have the ability to perform repetitive motions, hold a writing instrument, communicate verbally, and hear well enough to detect nuances and receive detailed information. The employee may need to grasp objects, push or pull objects, bend, squat, reach, stand, walk, or kneel. Vision abilities required by this job include close vision for data preparation or analysis, and expansive reading.
The work conditions described here is representative of those an employee encounters while performing this job. Depending on work location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home office. When travel is expected the incumbent will be exposed to outside environmental conditions during those times.
