POSITION SUMMARY Under general direction, the primary responsibility of this position will be to strategic with planning, organizing, and administering Public Health Emergency Preparedness (e.g. natural disasters, man-made disasters, influenza pandemics (H1N1) or other outbreaks of communicable disease, disaster surveillance and response and all efforts to ensure the efficiency of the Environmental Health Services) activities, including pre-emergency planning, emergency response activities, and post-emergency functions. Coordinates with key staff to design, write, and maintain public health emergency response plans, manuals, and standard operating procedures by utilizing local, state and federal regulatory guidelines and requirements to ensure plans are integrated with emergency response plans of other agencies. In addition, the position requires the membership on various local regional-state- multi-agency committees that plan or discuss response activities, providing leadership to matters related to public health. Act in the absence of management for matters within the scope of public health emergency preparedness plans. ESSENTIAL FUNCTIONS • Plans health education programs based on needs of target population. • Oversee and assures quality and accuracy of health promotion programs and services. • Oversee implementation of health communication, marketing, public and outreach strategies. • Assist with identifying funding opportunities and developing funding proposals. • May supervises staff for assigned program. If Assigned in CDSA: • Insure that the fee and billing policy requirements are followed completely and accurately. • Review financial hardship applications, monthly Cap exceptions and AT purchase requests. • Monitor budget revenues and project changes in expenditures based on contract and third- party receipts • Monitor and manage contracts with service vendors. • Manage routine financial and service reporting data requests in relation to Department of Public Health revenue contract. • Serve as primary liaison for electronic medical record (ECHO)

MINIMUM QUALIFICATIONS Experience: Three years of related experience. Education: Bachelor’s degree in public health or related field. Combination of relevant education and relevant experience accepted? Yes Licenses and Certifications: Valid North Carolina or South Carolina driver’s license. Ability to obtain and maintain a County Operator’s Permit. PREFERRED QUALIFICATIONS Experience in Public Health Preparedness or Emergency Management KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: • Principles and practices of public health. • Grant/contract preparation and administration. If Assigned in CDSA: • NC Infant-Toddler Program policies, procedure and mandates • Intake procedures and protocol • Fee and billing policy Skilled in: • Using a computer and applicable software applications; Abilities: • Communication – Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message. • Collaboration – Working effectively and cooperatively with others; establishing and maintaining good working relationships • Decision Making – Identifying and understanding issues, problems, and opportunities; comparing data from different sources to draw conclusions; using effective approaches for choosing a course of action or developing appropriate solutions; taking action that is consistent with available facts, constraints, and probable consequences. • Building Trust – Interacting with others in a way that gives them confidence in one’s intentions and those of the organization. • Planning and Organizing – Establishing courses of action for self and others to ensure that work is completed efficiently. |
