The Institute of Child Development (ICD), located in the College of Education and Human Development (CEHD), at the University of Minnesota invites applicants for full-time, 12-month position. The Director of Early Childhood Programs is responsible for the vision and leadership of early childhood programs within the department, which includes the Center for Early Education and Development (CEED), the Shirley G. Moore Laboratory School (SGM Lab School), and B.S./M.Ed. academic programs.
CEED, which has served the early childhood community for over 40 years, follows the vision that all young children deserve the opportunity to grow and develop to their full potential in safe and nurturing environments with opportunities for learning. The mission of CEED holds the belief that the science of early development forms a sound basis for improving practice and policy for all young children and families, and in particular for those who experience adversity in the first years of life. Since 1975, CEED has fulfilled this mission in partnership with our constituencies through collaborative research and scholarship; program evaluation and monitoring; professional development education and training; and networking and strategic planning.
The primary goals of the SGM Lab School are: (1) to demonstrate exemplary early childhood practices and provide a sound educational setting for preschool children, (2) to train teachers of young children at both the graduate and undergraduate levels, and (3) and to serve as an active center of child study and research.
Reporting to the Director of ICD, the Director of Early Childhood Programs will provide strategic leadership and oversight of CEED, the SGM Lab School, and early childhood academic programs. This includes setting priorities, monitoring budgets, ensuring adherence to University policies, and the development of staff. A major component of the position involves outreach to cultivate and maintain partnerships with organizations and agencies in the community, both local and state-wide, to enhance the ability of ICD’s early childhood programs to effect positive change in early education, child care, and public policy. This position will work between the St. Paul and Minneapolis campuses.
Duties and Responsibilities:
Promote CEHD’s early childhood work through vision and leadership (40%)
- Provide vision and leadership for the strategic planning for the early childhood work in ICD.
- Formulate and disseminate the philosophy of the Early Childhood Programs, placing emphasis on the needs of a society with an increasingly diverse population of young children.
- Work with faculty in ICD to help translate research on child development into practice while encouraging research using the SGM Lab School to inform best practices.
- Provide early childhood expertise during the visioning and design processes for new preschool facilities and/or improvements to existing facilities.
- Collaborate with ICD administration to maintain accurate employee records, oversee hiring of full- and part-time staff when necessary, and conduct annual performance reviews of direct reports.
- Responsible for writing grant proposals and other financial documents, as well as oversee organization and implementation of fund raising activities, as necessary.
- Promote early childhood policy work at the state level (policy) and build an ICD presence among local and national agencies, including active involvement with MnAEYC--SACA, Department of Human Services, Minnesota Department of Education and community agencies.
- Attend ICD faculty meetings and retreats and assume committee responsibilities within the Institute, College and University.
- Participate in professional organizations in order to remain up to date in early childhood development practices and philosophy and represent the University in the various professional organizations.

CEED Oversight (30%)
- Serve the roll of Center Director.
- Continuously evaluate the mission of CEED and engage with staff to monitor the activities of CEED to align with community needs.
- Chair and develop the CEED Governance Council to be an active and robust governing body for CEED.
- Monitor CEED administrative and bridge funding accounts and determine appropriate use of funds.
- Cultivate new external relationships and maintain existing collaborative partners while developing partnerships and initiatives to enhance the strategic objectives and mission of CEED.
- Oversee the CEED Advisory Council which consists of external stakeholders from the community while also engaging a “Friends of CEED” contingency.
- Generate opportunities for increased external sales opportunities for CEED and monitor external sale activity following department, college, and university policies.
- Build and maintain strong collaborations with other programs within the College of Education and Human Development and College leadership.
SGM Laboratory School and academic programs oversight (30%)
- Working closely with the SGM Lab School Director, ensure that goals, procedures and processes for the lab school comply with applicable University and College policies and meet applicable regulations and accreditation.
- Monitor revenue and expenses of the SGM Lab School to ensure budgeted projections are met.
- Monitor and address enrollment trends in the early childhood academic programs.
- Ensure that academic programs, staff members, and the progress of SGM Lab School children are evaluated on an annual basis.
- Develop new curriculum in the area of Early Childhood Leadership that could lead to a new track within the MA Applied Child and Adolescent Development program.
- Engage in fundraising activities to increase funds for scholarships for children attending the SGM Lab School as well as University students enrolled in early childhood courses.
- The Director will be responsible for ensuring that the SGM Lab School is conducive to meeting the needs of the department’s early childhood education curriculum in order to train educators to work with young children from diverse backgrounds.
