UC Berkeley's Early Childhood Education Program (ECEP) resides in Residential and Student Service Programs (RSSP), a complex 'cluster' of student service and auxiliary housing and dining services units with an aggregated operating budget of approximately $160 million and over 2,200 career, contract and part-time employees in the Division of Student Affairs. ECEP supports student parents through subsidized Calif. Department of Education funding and other grants, contributes to revenue generation through its full fee program and support of faculty and staff parents, and collaborates with researchers and faculty on early development and learning science (EDLS) research and practicum for certificate, minor and degree programs. This position serves as a member of the RSSP Senior Staff.
ECEP Profile: Five centers operate on and near campus with 17 classrooms/263 spaces for infant through pre-kindergarten aged children of students, faculty, staff, and when available, community members ECEP follows Title 22, Title V, and Federal Food Program requirements. Teacher/student ratios are 1:3 for infants, 1:4 for toddlers and 1:8 for preschool. RSSP's Cal Dining unit serves as the in-house food provider. Annual operating budget is $5.8M Direct reports to this position include the Associate Director, five Center Directors, and two union represented administrative support staff. Total staffing includes four additional non-represented Site Coordinators, approximately 80 union represented (Teamsters) career and part-time teaching staff and over 50 student/classroom assistants.
Reporting to the Chief of Staff for RSSP, the Executive Director has leadership responsibility for the successful operation of ECEP, including the provision of a high quality developmentally appropriate early care and education program for infants and young children that meets or exceeds pedagogic, operational, and safety and compliance requirements. The program follows a play-based emergent curriculum approach with a STEAM focus while striving for PITC and NAEYC best practices. ECEP is recognized as an important resource that supports the campus's family-responsive environment and helps in the recruitment and retention of high achieving student, faculty and staff families by providing a safe, nurturing and stimulating environment nearby for their youngest children. The Executive Director is an appointed staff member of the ECEP Advisory Committee that includes RSSP executive leadership, faculty leadership, external community experts, parents, and ECEP staff representatives who advise on strategic direction. The ED also engages various Campus and external stakeholders as needed on ECEP issues, including students, faculty, staff, and alumni, and keeps the RSSP Chief of Staff regularly informed and updated on emerging strategic, operational, financial, and risk management issues. The Executive Director is accountable for recommending and managing an effective and sustainable organization structure, acts as a steward for University resources and proactively creates and sustains excellence in alignment with the program and University's mission and goals.
Strength in knowledge and practice of generally accepted early childhood pedagogy and theories of early child development with demonstrated ability to build and develop teacher competencies Demonstrated ability to lead and effectively delegate site responsibility to mid-level managers Demonstrated leadership skill to hire, train, and coach management and teaching team in best practice service delivery Thorough knowledge and leadership skill in operating multiple early childhood education sites including compliance with regulatory requirements for Title V, Title 22, and Federal Food Program and within organizational policies and values Leadership experience in budgeting and administrative best practices Thorough knowledge of grant and fundraising practices Strong knowledge and a record of accomplishment in implementing/maintaining industry best practices Demonstrated ability to engage effectively with infants and young children and their families Excellent inter-personal and communication skills and ability to work effectively at all levels across the organization, with customers, and external stakeholders Strong business acumen, critical thinking skills, decision making, and judgement Proficiency in the use of desktop and mobile productivity tools and technology to ensure organizational efficiencies and strong time management
Education/Training: Master's degree in related area and/or equivalent experience/training required. Must have at least 3 infant units in addition to required units for Child Development Program Director permit. Multiple site operation and supervisory experience required.
Licenses or certifications: Valid current Child Development Program Director Permit, Child Development Supervision Permit, or Administrative Services credential required Must successfully pass and maintain full clearance in FBI & DOJ Criminal Check with approval from Department of Social Services Must have and maintain current child CPR and first aid certificates Must test TB negative, provide proof of required immunizations, and have recent health screening clearance.
Previous infant/toddler/preschool teaching experience highly desired Previous experience working with represented teaching staff and/or large organization with multiple personnel policies.
Salary & Benefits
This is a MSP level position and the salary targeted in the $100,000 - $120,000 range, depending on experience.
