We are currently seeking a Contract Specialist to monitor our Head Start and Child Care Program, Child and Adult Care Food Program, and Partner Vouchers; Cost Matching and program expenditures; Provide Administrative support to the Director of Early Childhood Education and CFO.

Essential Duties and Responsibilities
Responsible for gathering and completing the Early Childhood agency In-kind Report. Review and monitor in-kind reports and track/report progress toward achievement of in-kind goals utilizing the COPA System and cost matching documentation.
Responsible for providing training and technical assistance to agency staff on all aspects of contract and program related cost matching, record-keeping and reporting, eligibility, billing, budget, program and financial record-keeping and data entry requirements.
Responsible for assisting in the management of fiscal, contract, and grant management; perform financial transaction as assigned, (i.e., receipt journals, purchase orders, invoices, etc.).
Responsible for the development and monitoring of systems designed to ensure that pre-school and school-age- child care eligibility determinations and re-determinations are accurately implemented at each center/site.
Monthly collect Child Care Billing Certificates / Supplemental, verify attendance and eligibility days and determine calculation of the monthly report. Complete and submit Child Care Billing Tracking Report to the Accounting Department.
Reconcile payments received by reviewing parent co-payments analysis from each center; reconcile and code child care payments from the state to correct center location.
Responsible for the development and monitoring systems designed to ensure that the Child and Adult Care Food Program record-keeping and reporting are completed in an accurate and timely manner.
Plan and conduct monitoring reviews three times per year at each site to observe meal time, review record-keeping systems, and to ensure program requirements are being implemented.
Collect, review and maintain Child and Adult Care Food Program Enrollment Forms for pre-school children and Household Income Applications for school-age children.
Monthly collect and summarize the Child and Adult Care Program Personnel Activity Sheet form from each site; complete the agency CACFP Profit and Loss Report.
Responsible for the collection and review of Partner Sites monthly billing vouchers by ensuring receipts, per diem and staffing information are accurate for regular Early Head Start and Head Start billing; and for Early Head Start –Child Care Partnership ensure receipts for expenditures are included and matches the amount being requested for reimbursement; tracking of child care funds and co-payment received, inclusive of cost matching and other cost.
Provide administrative and financial support to the Accounting Department to ensure contractual compliance as it relates to Child Care Initiative, Head Start and the Child Care and Adult Food Program.

Associate Degree in Accounting or related field
2-3 years related experience
Good Organizational Skills
Interpersonal skills using tact, patience and courtesy
Ability to work with all levels of staff
Strong communication skills (verbal and written)
Computer Expertise (MS Word, Excel, Access, etc.)
Energetic and outgoing personality
